Mexico is one of the world’s largest oil producers and the third-largest in the Western Hemisphere. However oil production in the country has begun to decrease due to a lack of investment and new technology. To address this and reform the energy sector, the government passed new legislation in 2008. How have these reforms changed the situation? How is the energy sector faring in other Latin American countries?

Enrique Sira is a director at IHS CERA leading Andean Energy and Mexico Energy advisory services. Mr. Sira is an expert in portfolio optimization, decision making, and capital allocation for the oil and gas industries. Prior to joining CERA, Mr. Sira was a project leader and financial controller for Statoil International AS. His experience includes oil and gas exploration, business planning and strategy, business development, project finance, economic analysis, mergers and acquisitions, and risk analysis and management. Mr. Sira holds a bachelor’s degree in Mechanical Engineering, a master’s degree in Control systems from the University of Manchester, and an MBA/MA from the Wharton School/Lauder institute at the University of Pennsylvania.
